LCA Strategic Plan 2025–2028

For 25 years, the Latino Community Association has been a trusted place of support, belonging, and advocacy for Latine and immigrant families across Central Oregon. Our new 2025–2028 Strategic Plan outlines how we will protect our community during uncertain times, strengthen our organizational foundation, and build long-term resilience so every family can feel safe, valued, and able to reach their fullest potential.

What This Plan Focuses On

  • Protecting the community through essential services, legal support, and rapid response during times of crisis.
  • Reinforcing our foundation by stabilizing operations, supporting staff, and preserving financial health.
  • Realigning programs so our services are mission-driven, culturally responsive, and sustainable.
  • Building long-term resilience through diversified funding, stronger partnerships, and responsible governance.
  • Expanding into affordable housing partnerships to help families access stable homes and culturally specific support.

This plan is both a roadmap and a commitment to our community—rooted in our values of Belonging, Dignity, and Justice.
