Workforce Technical Assistance (TA) Navigator

The Workforce Navigator assists aspiring entrepreneurs in understanding, accessing, and navigating various training and business development resources. Funded through a collaborative grant with Business Oregon, this role acts as a primary liaison in rural communities to bridge systemic resource gaps. The Navigator ensures individuals have the necessary guidance, materials, and case  anagement to achieve business growth, serving as a trusted anchor for Spanish-speaking and Latine immigrant communities.

POSITION SUMMARY:
The position builds strong relationships with local workforce and education partners including COIC and SBDC to support aspiring entrepreneurs in rural Central Oregon (Madras). This support includes both foundational business education through Rural Development Initiative (RDI) and culturally and linguistically specific technical assistance resulting in sustainable Latine-owned businesses that strengthen the local economy.

POSITION STATUS: Hourly, Non-Exempt, Part Time (0.5 FTE)
PAY RANGE: $23.00 – $26.00 (based on Experience)
AREA OF SERVICE: Madras (Jefferson County); occasional regional/Central Oregon travel required

ESSENTIAL FUNCTIONS & RESPONSABILITIES:

  • Madras Office Coverage: Serve as the main, welcoming face for clients at our Madras office during regular business hours.
  • Bilingual Support: Keep all communication, intakes, and services fully bilingual (English/Spanish) and culturally welcoming to break down barriers for our Latine community.
  • Workshop Outreach: Find locations for business workshops in rural areas and promote them through social media and local networking
  • Event & Workshop Help: Handle the logistics, translation, and setup for business workshops, helping participants feel comfortable and ready to learn.
  • One-on-One Coaching: Work directly with individuals to give them personalized, step-by-step guidance on launching or growing their businesses. (Training will be provided)
  • Resource Connections: Guide clients to the right financial, legal, and operational networks, helping them prepare for loans, grants, and credit counseling.
  • Data Collection & Reporting: Collect, maintain, and accurately enter client demographic information, business and operational details, and technical assistance hours into the Apricot database to support program tracking, reporting, and compliance requirements.
  • Flexible Service: Offer virtual meetings and flexible communication styles to easily reach and support clients living in more remote rural areas.

CORE OBJECTIVES & PROGRAM DELIVERABLES:

The Navigator is directly responsible for coordinating, driving, and tracking activities to achieve the following grant objectives:

    • Objective 1: Support in recruiting and enrolling a minimum of 20 Aspiring Entrepreneurs in Rural Communities
      • Core Activities & Logistics
        • Identify physical workshop locations in rural areas.
        • Create and distribute culturally resonant marketing/promotional materials.
        • Provide bilingual/bicultural staff logistics during education sessions.
      • Explicit Grant Deliverables
        • Consistent recruitment and digital promotion via LCA social platforms and grassroots outreach.
        • 20 participants successfully recruited and enrolled per class cohort. 2 classes total.
    • Objective 2: Deliver Individualized Technical Assistance and Case Management
      • Core Activities & Logistics
        • Provide structured, ongoing case management for workshop graduates.
        • Deliver 1-on-1 TA including business plan reviews, capital/loan application portfolios, financial literacy, and brand identity development.
        • Coordinate warm handoffs to legal or industry-specific specialized services.
      • Explicit Grant Deliverables
        • 20 participants receive individualized TA and case management for the grant duration. At least 10 business plans refined and finalized with Navigator support.
        • At least 5 participants successfully apply for or access external loans, grants, or capital.

QUALIFICATIONS & COMPETENCIES:

  • Language Requirement: Full bilingual and bicultural literacy (English/Spanish) is strictly required to effectively serve the target demographic.
  • Community Expertise: Lived experience navigating business systems, or a proven track record of working with rural workforces and supporting immigrant or Spanish-speaking business owners.
  • Technical Skillset: Familiarity with the foundations of business planning, microloans, financial literacy, and marketing pipelines.
  • Operational Agility: Highly organized with the ability to manage strict reporting timelines, execute workshop logistics, and manage client files through secure database systems.

WORKING CONDITIONS:
The work environment is primarily in an office setting with a high percentage of time spent using a computer or laptop. The environment sometimes includes elevated levels of stress that includes exposure to community trauma. This position requires occasional weekend and evening work. Some of LCA’s events take place outdoors in parks or community spaces.
